According to some data sheets found on the developer's website, I believe that you will need the 64bit version of the RM Cobol as well as the updated version as well.

The only way to make it work in Windows 7 is through a virtualization OS. You need to install Windows XP in Windows 7 through VirtualBox or any other virtualization software.
